Good afternoon,

I just received the below plumeria cutting. You will see that the bottom of the cutting is not freshly cut. In order to plant this and let it grow, is it suggested to cut the bottom so it's fresh and then stick it in soil? Do I stick it in the soil as it is? I also have some quick clone. Should I use it on this cutting?
