Well, that doesn't look too great to me. It looks like a scape that has been cut off, but I'm not seeing much in the way of fan growth. In my part of the world, hot and mostly dry Texas, I'd put it in the sick bay. That usually is a shady spot protected from the sun here. I'd keep it watered - probably would keep it sitting a shallow pan of water which I do for any daylily that gets stressed if I can manage it. It's clearly got life left, but it needs some fan growth. It's possibly in a post bloom, summer dormancy stage and will produce some growth a bit later after resting a bit. That's my take on it, anyway.
