I grow all sorts of peppers (including jalapenos - you can't really 'grow' chipotles, they are smoke-dried jalapenos, and habaneros) here in the Michigan Upper Peninsula, so I'm sure you can grow them in Arkansas. Did you plant your seeds directly in the ground? or did you start them in pots or some such thing? I would suggest starting them in small pots or '6-packs' under lights, about 8 weeks before you want to set them out in your garden.
