Welcome! Naturenut. Unfortunately screens reduce the amount of sunlight your plants receive, so they may be lacking in that respect; however I do know that others in your area grow plumeria successfully. Have you fertilized? I recommend 'Excalibur' fertilizer which was especially formulated for Plumeria. I've had excellent results with it.
