Milkweed is I such high demand right now that a few commercial seed sellers are passing off some low quality seeds, either because that's all they have left in supply, or simply because they can. Laws vary from place to place but, assuming it's legal, the best source of milkweed seed is often the local road ditches. For one thing, it helps avoid the problem of contaminating the local milkweed population with genes from distant populations.
