Do you know what kind of fertilizer it was? Is it possible to post a picture of the cottony stuff? Hydrangeas that bloom on old wood won't flower if they were pruned late in the preceding year or if winter killed the flower buds. Other hydrangeas do flower on new wood produced after winter, and some can do both. I assume from your user name you are in Ohio? Fertilizing isn't going to make them flower this year if there is no sign of flower buds by now. Do you know what kind of hydrangeas they are?
