Jeannine, what caused the root-rot? To your question, if there are no roots, watering will do little. I assume you are doing what I would do when I root a cutting. I keep my potting soil slightly moist but never soggy-wet. You want well-draining potting soil. I also try to spritz the leaves every day while rooting. Rooting hormone might help root it.
