Here is a link to the plant in the database... Shrimp Plant (Justicia brandegeeana)

It may be that the lighting is insufficient. I've only known of these growing in landscapes here in Florida, though the data does say that they can be grown in containers.
Just not sure about growing/thriving as a houseplant.
