If you find your plants in the Plant Database, and mark them as plants you "HAVE", you'll be given an option to list them in your category for "Available for trade". You might get a Tree-Mail from that. Or check out plants in the database that you wish you had, and look at the list of people who "HAVE" that plant. It might show right there whether they are inclined to trade plants or cuttings. I think you can record yourself in the Plant Database as "WANTING" particular cultivars. You might get a Tree-Mail offer from that.
Sometimes the seed swap tool is used to assist an in-person swap that includes plants.
I think this Mid-Atlantic swap in MD is doing that. But it is to be held in MD on Saturday, 10-Sep-2016, and it might be too late to join. Besides, MD and FL are not exactly walking distance.

People discussing group purchases might be inclined to trade plants. At least they are used to packaging plants to resist abuse by USPS.
