Almost all Plumeria species and varieties, with a few exceptions, are fragrant; is it possible for you to post a picture of your plants and flowers? Have you tried sniffing at different times of the day? Some fragrances are stronger in the evening, others in the early morning.
Fertilizer should not make a substantial difference in the scent of your blooms.
