How sad! I love Ocotillo but its way too cold in Reno. I suspect you can root them from cuttings and the root system, once righted and re-planted, should regrow. Select branch tips that are 6 or 8 inches tall, plant them about half way into fast draining soil and wait patiently. That is how most succulents are rooted so I think it has a chance of working for Ocotillo.
