I suspect they are small offsets that are developing between the outer layer of scales on the mother bulb. I guess the real question is: is this all there is. or, is the mother bulb still there nice and solid as well. I think I'll dig a couple in early October to find out. But to answer you question, Joshua, Yes, that would be enough green foliage and there is still plenty of time to develop enough. What you see there will survive.
