OMG I never soaked garlic in anything. I grew ojo rojo a creole last year. No soaking. Plant in fall around October when nights cool down. And then harvest when about half the leaves turn yellow in May/June.
I'm in zone 7b and you are a little warmer so I guess the chilling may be necessary.
