Leave the gun, take the cannoli. No wait, that's not right. Leave the buds, take the tiny leaf pads. So sorry if I said something confusing. No reason I would ever remove flower buds. But if some branches end in a tiny new leaf, that branch may not get buds unless the tiny leaf is removed just before/as buds are forming. Referred to as leveling.
