Hi and welcome, Dovey. It would help a lot in figuring out the ID of your shrub if you could let us know where you are, please? Fill in your profile (the little person icon in the upper left blue sidebar) with your city/state/country and that will tell us about your climate conditions and also narrow the field as to what kind of shrubs will grow there.

It looks like a row of those shrubs have been planted there fairly recently (maybe a year or two?) and they've also been pruned recently. Maybe the spent flowers were cut off after they were finished. If you could possibly find some flowers that were missed, even if they're brown and dried up, a picture of those will help us with ID also.

They look a bit like lilacs to me, but that's a really wild guess, without the above information. Flowers or fruits give a much better chance at ID.
