You can't have too many viburnums..

If you could provide more definitive photographs - starting with the whole plant and working down to buds and other minutiae - as well as key information like where in the world this plant is growing, soils, moisture, etc.

Viburnum comprise a lot of species from around the world, many with only minor differences by which to separate them - even by connoisseurs and specialists. Add in that you are in California, where many plants from around the world can grow, and you begin to see the difficulty in isolating that level of ID from only a wee bit of information.

Two of the most common for mild climates are Viburnum tinus and Viburnum odoratissimum.
