You ought to be able to do it. The light that we use to see with is of poor quality for plants. Keep the fluorescent light just 1-4 inches from the leaves, and keep the light on for 12-16 hours a day. Light isn't needed until it sprouts, but watch closely because you will want to start your lighting as soon as it begins to pop out of the ground.
