Cacti can do ok indoors if you have a bright window. My sister used to have blooming cacti on her windowsills in MN. They will probably rot if you put them in the aquarium. If you are very careful not to over water, you could use different succulents.

I'd do a more tropical terrarium with it. The lights would be perfect, and it should have nice humidity. Do a search for the proper way to prepare it with gravel, charcoal and media. I had a long term one that held blooming episcias, very small palms, african violets, mosses, etc. Include some pretty stones or decor and it can become a nice focal garden for wintertime.
