I meant to answer that and forgot. Sorry.
The answer is probably not. A few small corms or bulbs that would not be messy or incur additional postage charges might be okay and I won't throw them out should they appear, but unless they are hardy, weather during this swap could be too harsh to trust them to the USPS. I would not want to handle root or stem cuttings at all, though.
Having said that, if someone decides to use this swap tool in April or August maybe, to host a cuttings swap, I would be very interested.
