Chery--did you use Miracle Grow Potting Soil, or Potting Mix? It would be best to use a soil-less mixture for your WS (for example, something peat based). You might want to see if you can make the potting mix a little higher--closer to 3" than 2".
Did you remove the tape to pop open the lids as the weather warmed?
Possibly when the wind blew your jugs around, the seeds got planted too deeply to germinate. I have to put mine into cardboard boxes from the start so they don't blow around in the winter wind.
