I imagine winter sowing would work as long as you get the requisite amount of chill hours in.

For me, using the fridge I get full control over what I'm doing and that's important for me when I'm growing special crosses that I want to ensure germinate. But for germinating any normal crepe myrtles, I would certainly try winter sowing them.
