I noticed that seed potatoes , asparagus and onions can also be bought by food stamps. I think that is a great idea.

You could ask at any local food banks or community gardens for resources too.

You could post a notice in your local craigslist in the gardening section. They may have rules about asking for free things, but you could ask for information on local gardening groups, affordable sources of plants and seeds, etc. People may offer spare seeds and plants, advice, help, whatever.
