I have not tried growing the vines in hanging baskets. The usual strains grow better when they have a support on which to climb. Maybe you can devise a small trellis and confine the vine to it with careful attention. There is a genetic mutant strain of Ipomoea nil that has lost the climbing behavior. 'Shidare' is what its called, and maybe one of the forum's members has an extra seed for you to try. You can try a cultivar called Beni Chidori which could work in a hanging basket. The commercial seed packet photo shows a plant with vines dangling over the side of the pot.
