My first thought was "in the ground" but you probably want more then that. The short answer is just like you plant onions and garlic.

I assume you have shallot sets, not seeds. Find a spot with full sun. Amend your soil with compost. Plant about an inch deep (and 4 or 5 inches apart). They will be ready for harvest in late summer.
