Mike,for seed starting I use Lowe's Jungle Growth with one third,by volumn,added perlite.I believe the perlite could be reduced to 1/4th and still be ok.I now use this mix for everything and have had no problems except that after a year or so,the forest products in the mix begin to break down and can cause drainage problems.Usually by that time they have been moved up anyway.
