Robin, thank you so much, but it doesn't say whether or not I can add something like the glass embellishments as I go, which would be the only reason I'd do it. My concrete doesn't need any repairs, I'd like to just be able to resurface it with the glass.

I guess what I'm looking for is the right kind of adhesive that would bind the tumbled glass to the concrete itself. Your link might be the right way to go. I'll check it out a little more thoroughly.
