Hi Summer and welcome to NGA!!!

I'm thinking those are Extrafloral Nectaries - aka EFN's. Pretty much all Passion vines have them (along with other plants as well) but they are not nearly as pronounced as those are, Check them at different times of the day and see if you find any liquid on them or feel sticky.
