Because inspectors have to follow rules, and they have to worry about people who try to circumvent rules by claiming things are something they're not. For instance, I told my city code compliance inspector that he wasn't seeing a brush pile, he was seeing a landscape feature and part of a certified wildlife habitat (both of which were true, but it was also very clearly a brush pile, which is a no-no in our town)
