All users, moderators or not, can now submit a proposal to edit a comment that someone else wrote.
So, if you see a comment that is loaded with typoes, you can fix them.
Or, you can submit a proposal to correct something that you deem a factual error.
The proposal goes to a moderation queue where it is reviewed and approved (or declined) based on the judgement of the moderators.
