There are quite a few species in of Salix that will have nice furry catkins in spring, most are shrubs. Perhaps you mean Salix babylonica the weeping willow? It’s very hard to keep this small, but not impossible. Usually within ten years, it’s a very wide tree, over 30 feet tall. But for just the catkin flowers, you could ask at a garden centre for something like Salix scoulerianna or discolor, several nativ app to chose from.
