When I asked your question of the folks at Texas A&M I received this answer.
It is interesting to grow Pampas grass from seed. What you need to know is that the seeds need light to germinate, so with your pre dampened planting mixture (peat moss and sand) spread the seeds on top of the soil and gently press down on the seeds.
I would use a spray bottle to keep the soil damp but not wet. Seeds should germinate 21-25 days .
An item of interest is that the pampas grass grown from seed may not be the same as what you get from the nursery because the nursery sells female pampas grass that have larger plumes than male pampas grass. From seed you will get both male and female plants.
