I wonder why the author gave that advice. Maybe she likes compact plants? I remember when Northland Rosarium was selling an own-root Pomponella Fairy Tale and said it grew 2-3 feet in height. I have to struggle to keep my Pomponella from Palatine at "only" 7-8 feet tall.

Chamblee's has a fairly good selection of own-root Kordes roses, and some are Fairy Tale roses.

Roses Unlimited also has own-root Fairy Tale roses in their "Shrubs" category. Just do a page search for "fairy tale."

There are many other U.S. sources, I'm sure, but these are two own-root nurseries I trust.
