Should I take cuttings now or in the Spring?
Also, tonight we are expecting a cold snap. Not freezing, but in the mid to high 30's.
Should they be covered or brought inside?

I would recommend it. Plumerias seem to be pretty intolerant of cold. Mine started dropping leaves at 50s
