It is confusing because the entry at DG show dimensions for Midsummer Beauty as 36-48", 4-6' and 6-8':

Some Hebe like H. salicifolia grow to 8 feet tall while others are quite small. The one in your photo sure looks big and it sure is beautiful so I hope you can find an exact identity.
