Bougainvilla would have no problems in Tracy. In Oakdale countryside (Zone 8b), I grew dwarf versions in pots so I could take them in every winter. My BFF lives downtown (Zone 9a) and has a HUGE one on the front of her house - it has been there forever (30 years or so). It faces south.
