My Lady Banks are still blooming. I will watch to see whether hips form after the blooms fade, but I think the blooms tend to drop off cleanly leaving no hips. I have also heard that the banksia roses are more difficult than average to propagate from cutting. I think I would try layering - pegging a branch down to the ground and burying a section of it. Watch for it to form new sprouts from that section, then separate it from the mother plant.
