Most states are not as bad as California with its seemingly draconian rules. But I have stopped poking holes in any box going to Cal or Canada. Antique flags maybe Arlyn? I also avoid any large boxes that might cause suspicion. Marking "May be Opened for Inspection" seems like a good idea.
