I bought this today in Pennsylvania.
When I first saw it I thought it was some kind of Tephrocactus because of the multi-stacking cladodes and total lack of spines.
But as I got closer and turned it around I realized it's an Opuntia because it is absolutely covered in bright orange glochids.
Five or six cladodes jumped off just from bringing it home. The largest are less than an inch in length. That's a standard 2" pot. The whole plant is super tiny.
