Give it a try!
I use a gallon and a half pump sprayer. Fill it almost all the way with water. Second add just a tablespoon of Neem Oil and 3-4 drops of a mild dish detergent. I turn the nozzle to a fairly fine mist coating all of my plants, in, around and under all parts. They are dry within 2 hours.
The scourge of so many Dahlia growers up here are Japanese beetles. I did not have a single one all summer. No aphids on my tomatoes.
