I never use it... but that setting doesn't work, when it should block almost everything. The only other step I have on my iPad is to block all cookies and then I can't use the site at all. 
"Private" browsing is designed simply to avoid leaving records on your PC of what you were browsing. Online banking is an example of something that people use private browsing for. It does not block ads, although (depending on the browser), it can block third-party cookies (to prevent ad servers tracking you across websites).
