It isn't that reliable for me , either. I've found that it seems to do the best (at rebloom) in a one, or two-year clump. Any older, and it doesn't want to do it's trick ! I try to keep two plants of it (there are several others that do the same), and dig/ divide one of them, every year....that way I always have some in "blooming mode".
