Your Prayer Plant is completely dehydrated and changing its location will not fix that. Either the soil is getting too dried out or the soil has stayed so wet that the roots have suffocated and are no longer able to absorb water even when the soil is damp.

If it doesn't perk up after a thorough watering, then it is likely that the roots are beyond recovery.
