Chaste Tree, Vitex agnus-castus, is deciduous so it should drop its leaves in winter. Do you see any swelling buds? You can do a scratch test: scratch the bark with your fingernail or the edge of your pruning shears. If the tissue just under the bark is green, your tree is alive. If the tissue is brown or hard, the tree is dead.
