I don't recall exactly when seeds ripen outside but I would say by August, they ripen up pretty fast. This one just self seeded in a pot I had another plant in. I find petunia seedlings all over in spring.
Usually my petunias room seed bloom fairly early if I start them inside, around mid June. A tad later for the self seeders and w/s seeds.
