Andi - Thrips? Steve in AZ is the one who taught me about thrips and it sounds like the ones that I don't have opening up I'm guessing I have thrips. I use GreenLight Rose Spray for aphids (I've tried the foofoo stuff & they don't do squat) and the ones I sprayed all opened up. I didn't see aphids on the ones that didn't open up, but I didn't do the shake-test (shake a rose on a white piece of paper & see if a teensy-little-bitty fly-like bug falls down).
