Looks like frizzle top disease to me. Usually attributed to a manganese deficiency. I have had some luck treating it with supplements which you can find on Amazon. Or you can use a pure manganese supplement which I am trying now. The affected leaves will never improve so you can cut them off. I like to wait till I see a new flush starting before I cut them all off but I don't know if that is necessary. It is a weird disease with some plants having the problem and others right beside them perfectly normal.
I think Palm Nutritional Spray is the name of one of the supplements you can get on Amazon.
