I kinda want to say this is leaf oedema. It's a very classic issue in fiddle leaf figs, and only occurs on immature leaves. If the spots disappear at leaf maturity, then it is leaf oedema. My FLF gets these red dots, but not quite as severe as yours has. Maybe @WillC can further diagnose?
