Thanks, all. Seemed to be the perfect size/shape for the constraints of a banner. Not sure what it was doing on the sunflower. Like Sally mentioned, they're normally on the goldenrod.
It's one of several/many that seems to have evolved to look like a wasp or bee. I suppose to deter predators.
