Depending on the type of pepper, and the eventual size, try growing some in pots of various sizes - in full sun. My Hungarian Wax was just grown in the pot as I purchased it and did quite well.
It was living on a bench indoors for winter and finally looked dead but I continued watering and in February it sprouted new growth. Keep the faith.
