Salvia elegans is out, I took some photos of leaves (which I will add to the database soon), it was still in flower in a greenhouse until out recent frosty weather down to -15C! I haved a spare in the house 'just in case'.

I'm not sure about Monarda, most leaves I find are more spiky on the edges but as with most plants they vary a good deal.. some are narrower without the spiky edges.

Aha, there's a photo of Monarda fistulosa on the next link which does look much like yours! They look different to those in the link above ... but the first photo is very similar and about the same stage, the leaves are just a little different in colour.
